Decision Process:
Governor Neil Abercromie has said that Hawaii will participate.
Background:
· Currently:
19% of Hawaiians receive Medicaid benefits, 98% of whom have managed care. The state’s Medicaid covers up to 300% of FPL depending on the specific program. The Department of Human Services oversees Med-Quest, the state’s Medicaid program.
· Expansion:
Expansion of Medicaid to 133% FPL would be a 38% expansion.
· Process:
The state has already begun expanding Medicaid coverage.
State Activity:
· Governor Abercrombie supported the Supreme Court’s decision, calling the ACA an “ally” in improving healthcare.
· Hawaii has an 1115 Waiver to expand coverage for childless adults up to 100% FPL who are receiving General Assistance but are not eligible for Medicaid. This is designed to position Hawaii for full implementation of the ACA.
· The state has released updates and public notices regarding the implementation of the expansion, conducted a public communications study, and held public forums (though centered on the exchange).
