Current Status in Establishing Exchange:
Seeking to Establish State Exchange.

Exchange Funding:
- A federal Exchange Planning grant of $1 million was given to the Idaho Department of Insurance in September 2010.
- The Department of Health and Welfare, in collaboration with the Department of Insurance, received a $20.3 million federal Level One Establishment grant for the procurement and development of the exchange and Medicaid information technology systems in November 2011. The Joint Finance-Appropriations Committee approved spending $4 million in funding to ready the states Medicaid system for integration with an exchange; however, the Legislature did not approve spending the Level One grant funding.
Benchmark Plan:
- Idaho did not determine a benchmark plan and will therefore default to the largest small-group plan Blue Cross Blue Shield of Idaho-Preferred Blue PPO.
Additional Information:
- In December 2012, Governor Otter announced that Idaho would be pursuing a state-based exchage, pending legislative approval. This was a departure from the Governor's earlier Executive Order block all health reform legislation
