Kansas Medicaid Expansion

Decision Process:
Both the governor and the state legislature must approve any final decision regarding the expansion.
Background:
·         Currently:
13% of Kansas residents are enrolled in Medicaid. 87% of beneficiaries ave managed care. Kansas' Medicaid program covers up to 238% FPL depending on the specific program. KMAP (Kansas Medicaid Assistance Program) is overseen by the Kansas Department of Health and Environment.
·         Expansion:
An expansion of Medicaid to 133% FPL would be a 42% increase over current enrollment.
·         Process:
The state has studied how the implementation might look but Governor Brownback continues to stand against ACA reforms.
State Activity:
·         Kansas was one of the states that sued for repeal of the ACA. There is public support for implementation of the ACA, but the governor has been firm in his opposition on financial grounds.
·         The Kansas Department of Insurance has offered recommendations to the governor regarding EHBs.
