State has decided to Expand Medicaid
Decision Process:
Regular legislative process.
Background:
·         Currently:
17% of Minnesotans are Medicaid beneficiaries and 64% have managed care. Minnesota's Medicaid covers up to 275% FPL depending on the specific program. The Department of Human Services oversees the state's Medicaid program.
·         Expansion:
Expansion of coverage to 133% FPL would be a 33% increase over current enrollment.
·         Process:
Minnesota accepted federal funding to being early expansion of Medicaid and implementation of the ACA.
State Activity:
·         Governor Dayton has been supportive of the ACA and advocated for early implementation in Minnesota.
·         The state has received federal funding to expand coverage for adults 21-64 up to 75% FPL.
·         Stakeholders and the public have been engaged in Citizen Solutions- forums for discussing health care reform for Minnesota. A health care reform task force has also been charged with creating an implementation strategy.
·         The state has provided some publications intended to inform the public on ACA implementation in Minnesota.
