Background:
· Currently:
12% of North Dakotans are enrolled in Medicaid. 67% of all beneficiaries have managed care. The state’s current Medicaid program covers up to 160% FPL depending on the specific program. The North Dakota Department of Human Services oversees the state’s Medicaid program.
· Expansion:
Expansion of Medicaid to 133% FPL would be a 44% increase over current enrollment.
· Process:
Though Governor Jack Dalrymple is opposed to the health care reform law, no final decision has been made regarding the expansion.
State Activity:
· North Dakota is one of the states that sued for repeal of the ACA.
· Governor Dalrymple was reelected in the 2012 election and has said that the ACA is not right for North Dakota, more recently, however, he submitted a plan to the state legislature for implementation of the Expansion.
· North Dakota has contacted the DHHS Secretary’s office on multiple occasions regarding EHBs but eventually submitted their EHB benchmark for the exchange prior to the final rules requested of the DHHS.
