Summary:
Current Status in Establishing Exchange:
State will default to federally-run exchange.
Decision Process:
Executive Order.
Exchange Funding:
- A federal Exchange Planning grant of $1 million was given to the Nebraska Department of Insurance.
- The Department of Insurance was also awarded a $5.5 million federal Level One Establishment grant to further plan and design an exchange for the state in November 2011.
Benchmark Plan:
- The Governor's original recommendation for benchmark EHB plan, a "Nebraska Option", was rejected by the Department of Health and HUman Services so the state will default to Blue Cross Blue Shield of Nebraska- Blue Pride PPO.
Additional Information:
- Two bills that would establish a state-based insurance exchange failed to pass in 2013.
- The Department of Insurance and the Governor's office held a number of stakeholder meetings and comment periods to collect input on planning an exchange. The DOI's next priority is marketing and outreach for the exchange.
