Summary:
Current Status in Establishing Exchange:
State will default to federally-run exchange.

Exchange Funding:
· The Ohio Department of Insurance received a $1 million federal Exchange Planning grant, in September 2010.
Benchmark Plan:
· Since the state has not determined a benchmark EHB plan Ohio will default to the largest small-group plan in the state, Community Insurance Company (Anthem Blue Cross Blue Shield)- Blue Access PPO.
Additional Information:
- The Department of Insurance, subcontractors, and other agencies have worked with stakeholders to get input on the development of an exchange and possible implenetation.
- The state is exploring the option of using federal funds to assist individuals in purchasing insurance through the exchange rather than expanding Medicaid.
- The Governor signed HB 79 into law, banning any plan purchased through the exchange from covering abortions except in the cases of rape, incest, or to save the mother's life.
- Ohio has stated that it plans to maintain regulatory power over its insurance industry.
