Background:
·         Currently:
 
15% of Oregon residents are enrolled in Medicaid. 87% of beneficiaries have managed care. The state’s current Medicaid program covers up to 300% FPL depending on the specific program. The Oregon Health Authority oversees the state’s Medicaid program.
 
·         Expansion:
 
An expansion of Medicaid would be a 61% increase over current enrollment.
 
·         Process:
 
Governor John Kitzhaber said that, while the Oregon government had yet to make a decision, he believed the state had the resources to take on the expansion.
 
State Activity:
·         Oregon has received an 1115 Waiver to expand coverage for childless adults up to 100% FPL who will be enrolled in OHP and uninsured childless adults up to 200% FPL who are not eligible for Medicaid or Medicare.
 
·         Oregon’s EHB Workgroup includes a wide variety of stakeholders, including the HIV/AIDS community (Cascade AIDS Project).
 
·         Oregon began expanding its Medicaid program in 2008 and has already utilized the 'third option' being pursued by Arkansas and others and has observed mixed results.
