Default to Federal Exchange.
Decision Process:

Exchange Funding:
- The South Carolina Department of Insurance received a federal Exchange Planning grant of $1 million, in September 2011.
- Governor Haley stated that South Carolina would not pursue any more federal grant money to fund a possible state-run exchange.
Benchmark Plan:
- Since the state has not determined a benchmark EHB recommendation South Carolina will default to the largest small-group plan in the state, Blue Cross Blue Shield of South Carolina- Business Blue Complete PPO.
Additional Information:
- The South Carolina Health Planning Committee established by Governor Haley recommended that the state not pursue a state-based exchange.
- The Governor has signed into law a ban on any plan offered through the exchange from cover abortion except in the cases of rape, incest, or endangerment of the mother's life.
