  • A $1 million federal Exchange Planning grant in September 2010 was given to the Tennessee State Department of Finance and Administration.
  • The Department has received three federal Level One Establishment grants: $1.5 million in November 2011, in February 2012 $2.2 million, and in May 2012 $4.3 million. The grants are for continued exchange planning including for the procurement of technical expertise, funding staffing needs, planning for a health plan management system, marketing and outreach, and consumer assistance.
 
Benchmark Plan:
 
 
·         Since Tenessee has not determined a benchmark EHB plan the state will default to its largest small-group plan, Blue Cross Blue Shield of Tennessee PPO.
 
Additional Information:
 
  • The Exchange Planning Initiative worked with stakeholders prior to a decision in order to advise the state and legislature.
  • Rather than expanding Medicaid, Tennessee is seeking to use federal funds to help individuals purchase insurance through exchange programs. This option has been the first choice of other states, including Ohio and Arkansas and is currently being studied by CMS.
  • A ban on abortion coverage in the exchange passed with no exceptions and without the Governor's signature.
  • The federal government will assume full responsibility for running a health insurance exchange in Tennessee beginning in 2014.
