Background:
·         Currently:
12% of Virginia residents are enrolled in Medicaid. 58% of beneficiaries have managed care. The state's Medicaid program covers up to 200% FPL depending on the specific program. The Department of Medical Services Assistance runs the state's Medicaid program.
·         Expansion:
Expansion of Medicaid to 133% FPL would be a 42% increase over current enrollment.
·         Process:
Governor Bob McDonnell opposed the expansion of Medicaid, but would be opening to changing course at a later date.
State Activity:
·         Governor McDonnell has cited deficit increase and the federal government promise to fund the expansion as his primary concerns. He sent a letter, in response to criticism that he had given ground on the expansion, to Secretary Sebelius strongly voicing his opposition to the expansion and the problems he sees with the ACA. He has also said that Virginia's Medicaid program needs substantial improvement before he would consider approving an expansion.
·         The City of Charlottesville has undertaken the expansion with the support of the Virginia Organizing Health Care Reform Committee. The advocacy group also offers updates on their website, though there has been far less outreach from the state government on the expansion than the exchange.
