Background:
· Currently:
29% of Vermont residents are enrolled in Medicaid. 59% of beneficiaries have managed care. The current Medicaid program covers up to 300% FPL depending on the specific program. Green Mountain Care, the state's Medicaid program, is overseen by the Department of Vermont Health Access.
· Expansion:
Expansion of Medicaid to 133% FPL would be a 2.8% increase over current enrollment.
· Process:
Governor Peter Shumlin explained that since Vermont is already in line with ACA requirements so the expansion is not an issue.
State Activity:
· Vermont has received an 1115 to expand coverage for childless adults through 150% FPL.
· Since the expansion expectations are so nearly met in Vermont, the state has largely focused on preparing to implement the exchange.
